I have a sealed Feral Leopard, Ruby bloodwym, and shadow wolf (lvl 20's) Does it matter where I put the bonus stats in my gear?
Also I'm feeling dumb atm, but I can find lvl 30 sealing stones from a merchant, correct?
Also where can I get the frozen heroic gear?

You can placed your sealed familures in any armor or weapon slot you choose to receive the increased stats. However, I am fairly certain the slots that are on your mountable weapons (Crossbow and Spear) only apply when you are on your mount.
As for the sealing stones you are looking for here is a list
1-10 (Anywhere)
10-20 (Anywhere excluding 1st zone)
20-30 (Sea of Hakanas)
Once you make it to the Sea of Hakanas you can purchase the lvl 30 sealing stones. (You will not be lvl 30 before you reach the Sea of Hakanas
Frozen Heroic Gear drops in the Ruins of Matren. You can start running it once you have reached lvl 24. This is available to you shortly after you complete the Sea of Hakanas
